अंजू गुप्ता जीते जी अमर हो गईं

अयोध्या में 6 दिसंबर 1992 को जो कुछ हुआ, उसे लेकर सीबीआई की विशेष अदालत के सामने वरिष्ट आईपीएस अफसर अंजू गुप्ता का बयान हमेशा के लिए इतिहास में दर्ज हो गया है। अब चाहे किसी अदालत से लालकृष्ण आडवाणी, मुरली मनोहर जोशी, उमा भारती, विनय कटियार, साध्वी ऋतंभरा, आचार्य धर्मेद्र को कोई सजा मिले या न मिले लेकिन इतिहास में इन सभी लोगों के नाम बतौर खलनायक दर्ज हो चुके हैं। दोबारा सत्ता में भी आने पर इस इतिहास का अब बीजेपी और आरएसएस पुनर्लेखन भी नहीं करा सकेंगे। यहां तक की संघ परिवार के लिए भाड़े पर काम करने वाले इतिहास लेखक भी इस काम को नहीं कर सकेंगे।

हालांकि अंजू गुप्ता ने यही तथ्य लिब्राहन जांच आयोग के सामने भी रखे थे। लेकिन उस आयोग की सुनवाई की रिपोर्टिंग न होने के कारण उस समय अंजू गुप्ता का बयान अखबारों की सुर्खियां नहीं बना था। अब उन्हीं तथ्यों को इस महिला अधिकारी ने पूरी सच्चाई व ईमानदारी के साथ सीबीआई की विशेष अदालत के सामने रख दिया है और अखबारों में उसकी रिपोर्टिंग होने की वजह से पूरी दुनिया ने एक बार सारा सच फिर से जान लिया है।

बीबीसी के प्रख्यात रिटायर्ड पत्रकार मार्क टुली और न जाने कितने पत्रकार बहुत पहले ही उस घटना के तथ्य अपनी किताब में कलमबंद कर चुके हैं। लेकिन इतिहास अंजू गुप्ता को ज्यादा याद रखेगा क्योंकि अच्छे पद लाभ के लिए और रिटायर होने के बाद किसी देश का राजदूत बनने के लिए ऐसे अधिकारी हमेशा पाला बदलकर तथ्यों को दबाते रहे हैं। इस मायने में अंजू गुप्ता जीते जी अमर हो गई हैं।

लिब्राहन जांच आयोग ने करीब 100 लोगों के बयान बाबरी मस्जिद को गिराए जाने के संदर्भ में लिए थे। इन सौ लोगों में अंजू गुप्ता भी थीं। अंजू ने जो तथ्य लिब्राहन आयोग के सामने रखे, वही बात उन्होंने सीबीआई की विशेष अदालत को भी बताई। लिब्राहन आयोग की रिपोर्ट पिछले साल लोकसभा में पेश कर दी गई। इस रिपोर्ट में उन्हीं लोगों को उस घटना के लिए जिम्मेदार बताया गया जिनके नाम अंजू गुप्ता ने अपने बयान में लिए हैं। कांग्रेस के नेतृत्व में यूपीए सरकार अपने दूसरा कार्यकाल में है और खुद को सेक्युलर बताते हुए नहीं थकती है लेकिन अभी तक सरकार की ओर से कोई सार्थक पहल उन दोषियों को सजा दिलवाने की नहीं हुई जो इस घटना के खलनायक हैं।

अगले चुनाव में इस देश की जनता शायद कांग्रेस और उसके सहयोगी दलों को तमाम वजहों से तीसरी बार सत्ता में लौटने का मौका शायद न दे। सीबीआई का इस्तेमाल जिस तरह तमाम राजनीतिक दल सत्ता में आने पर करते हैं, उसे देखते हुए अगर अगली बार बीजेपी के नेतृत्व वाला एनडीए सत्ता में आता है तो फिर इस विशेष अदालत की सुनवाई का न तो कोई मतलब रह जाएगा और न ही उसकी सुनवाई कभी पूरी हो सकेगी। 18 साल होने को आ रहे हैं और देश की कोई अदालत यह तय नहीं कर पा रही है कि बाबरी मस्जिद गिराने के गुनाहगार कौन हैं और उन्हें क्या सजा दी जाए।

बहरहाल, मुझे तो नहीं लगता कि मौजूदा यूपीए सरकार में इतना दम-खम है कि वह इस घटना के दोषी किसी भी सफेदपोश नेता को जेल के पीछे भेज पाएगी। लेकिन इतिहास ही हमें और आने वाली नस्लों को खलनायकों के नाम बताता रहेगा।

जिस तरह आज हम यह जानते हैं कि भरी सभा में द्रौपदी की सारी खींचने वाले कौन थे, सीता को अग्नि परीक्षा के लिए क्यों मजबूर होना पड़ा, चांडाल और दलितों के साथ समय-समय पर क्या सलूक हुआ, पाकिस्तान किसने बनवाया, जिन्ना को महान देशभक्त का खिताब किसने दिया, ओसाबा बिन लादेन को किसने पैदा किया, ठीक उसी तरह हम यह भी जानेंगे कि जो संविधान के रक्षक थे, उन्हीं लोगों ने एक षड्यंत्र के तहत एक ऐतिहासिक स्थल को किस तरह गिरवा दिया। मुझे नहीं लगता कि इतिहास या आने वाली पीढि़यां ऐसे लोगों को माफ कर देगा। अब अदालती सजा का कोई मतलब नहीं रह गया है।

On December 6, 1992, Advani made a spirited speech from Ram Katha Kunj manch (dais), barely 150-200 metres from the disputed site which charged the people. He repeatedly said that the temple would be constructed at the same site.

When the structure was being demolished, the leaders on the dais looked happy. They hugged each other, sweets were being distributed and there was an atmosphere of celebration while they were provoking 'kar sevaks' to demolish the structure.

Uma Bharti and Sadhvi Rithambhara also hugged each other and congratulated Advani and Joshi. None of the leaders present at the spot made any effort to stop the demolition.

Advani and other leaders had reached Ayodhya on December 5 night. The next morning they went to Ram Katha Kunj, a single-storeyed building, whose roof was being used as a dais by the leaders to address 'kar sevaks'.

When Advani and Joshi reached the place, Katiyar was already making a speech in which he sarcastically said, Even a bird cannot flap its wings here.

Joshi told the gathering that the temple would be constructed at the same site where the mosque existed.

When I went to bring Advani's fleet of vehicles parked near the control room, for the first time I saw people scaling the walls of the disputed structure between 11:50 AM and 12 noon.

I saw some people carrying equipment used to demolish a building like iron rods and ploughs. I immediately tried to contact the Ayodhya Police Control Room on witnessing the demolition activity at the spot.

Around 12:10 PM, I gave my location to the Control Room and requested for force, but got no positive response. I again contacted the Control Room at 12:31 PM and made repeated requests.

When I came back to Ram Katha Kunj, I saw that people had already climbed the structure and were destroying it continuously. I saw that there was an atmosphere of excitement on the dais where the leaders were present.

On the basis of wireless information, I informed Advani that some people have entered the disputed structure and were demolishing it.

I told him that people were falling from the domes of the structure and were getting injured on which Advani expressed concern and expressed his willingness to go to the site. But, I advised him against this.

After consultation with senior officials, BJP leader was told that it was not desirable for him to go as if there was any mishap involving him, it may make the situation go out of control.

Advani then sent Bharti there but she came back after some time.

while the BJP and Sangh leaders continued to provoke, the people razed the structure to the ground. The first dome was demolished between 1:45 PM and 2 PM and the third and the last one came down at 4:30 PM.

Advani asked me to arrange a telephonic talk with Chief Minister Kalyan Singh and the District Magistrate and SSP of Faizabad.

I told him that I am not in a position to do so. However, the DM and SSP came to Ram Katha Kunj office after messages were sent to them and they had a closed-door meeting with Adavni and others.

I came to know that Advani later had a telephonic conversation with the Chief Minister.

Then DGP S. C. Dixit, who was also present on the dais, complimented and congratulated the security personnel on duty.

Dixit told them that their names will be written in golden letters in the pages of history for their cooperation and not taking any action. Religious hymns were sung all through the day and Acharya Dharmendra said this would erase the blot.

Around 2.30 pm on that day I saw smoke emanating from the surrounding localities indicating some arson. Bharti then said from the dais that Muslims themselves were putting their houses on fire. As the demolition continued Advani talked to Uttar Pradesh Chief Minister.

He also had a closed door meeting with the district magistrate and SSP after the first dome was demolished.

Adequate security arrangements were not made at the complex according to the threat perception as a result people were able to scale the structure within minutes after breaking the security cordon.

Even before December 6, I saw that administration's writ was very weak and the police vehicles were allowed only after responding to Jai Shri Ram slogans being raised in a militant manner.

Even after the demolition the leaders appealed karsewaks not to leave the place.

The leaders were repeatedly asking the people not to leave the place and said that the work was still incomplete.

Immediately after the demolition media persons were attacked and I rescued two photographers.

(Anju Gupta, a 1990-batch IPS officer, said in her two-hour-long deposition before Chief Judicial Magistrate Gulab Singh in the court. Gupta, who was the personal security officer of Advani in Ayodhya on the fateful day on December 6, 1992, appeared as a prosecution witness in the Special CBI Court in the case in which he and BJP leader Murli Manohar Joshi, Uma Bharti and other sangh parivar leaders have been accused of inciting violence that led to the demolition.
